In a milestone event that signals the continued rise of grassroots leadership on Chicago’s South Side, Target Area Development Corporation celebrated the graduation of the inaugural cohort of its Next Up Leadership Program on May 22, 2025. The program is a signature initiative aimed at preparing emerging leaders to transform their communities through vision, strategy, and advocacy.
Founded in 1995 by Apostle Joseph Stanford, Target Area Development Corporation was born out of a deep desire to revitalize the 79th Street corridor and improve the lives of residents in surrounding neighborhoods. For nearly 30 years, the organization has operated as a people-centered force for change, using community organizing, policy engagement, and leadership development to tackle issues of systemic oppression and inequality.
Headquartered at 1549 West 79th Street, Target Area has served thousands of families through a wide range of services that include reentry programs, youth mentorship, civic education, mental health support, and economic development. Its impact is felt not only across Chicago’s South Side but also in regions of Indiana, Michigan, and even South Africa, where its values of empowerment and equity continue to resonate.
The 16-week Next Up Leadership Program is the latest evolution of Target Area’s mission. Designed to nurture future change-makers, the program challenges participants to deepen their emotional intelligence, enhance their communication skills, engage in strategic planning, and lead with vision and integrity. Funded through grants and generous donors, the program provides both technical training and personal development support to community members already engaged in grassroots efforts.
Sixteen individuals successfully completed the program, with eight recognized as Next Up Leadership Fellows for their exceptional commitment and promise. These fellows—Curtis Brown, Tamiko McDowell, Latrice Pumphrey, Kelawn Lusby, Ariel West, Anastacia Warner, Charles Woods, and Daryl Wheeler—represent a diverse cross-section of Chicago’s South Side, including neighborhoods such as Auburn Gresham, Englewood, Chatham, South Loop, and the South Suburbs.
The program concluded with a leadership retreat in Detroit, where participants visited the historic Motown Museum and the Henry Ford plant. The retreat gave fellows an opportunity to reflect on their journeys, connect with the legacy of innovation and resilience, and recommit to the work ahead.

The graduation ceremony, held at Target Area’s headquarters, brought together community members, mentors, and family to celebrate the achievements of the participants and to recognize the power of grassroots leadership to drive sustainable change.
Tamera Stanford, Target Area’s Training and Development Manager, underscored the importance of the program in cultivating authentic leaders who come from the communities they serve.
“We created the Next Up Leadership Program to invest in the potential of individuals who are already showing leadership skills and commitment to their community,” Stanford said. “This first cohort represents the vision, strength, and brilliance of grassroots leadership.”
The success of the program has positioned it as an annual offering. Organizers plan to build on the momentum of this first cohort to expand the program’s reach and continue developing leaders who are both passionate and prepared.
